For the market operator Scottish and Southern Energy Networks (SSEN), a “mini competition” is part of the process for procuring flexibility services.
To enter a mini competition on ElectronConnect, flexibility service providers (FSPs) will need to submit a completed Pre-Qualification Questionnaire (PQQ) and receive confirmation that they have met the selection criteria.
Over a two-week bidding window, those pre-qualified participants can read, complete, and submit the attached overarching agreement to confirm that they accept the terms and conditions.
After the mini competition closes, responses are reviewed by SSEN. Successful participants are awarded an overarching agreement, enabling future participation.
Recurring mini competition when PQQ is approved
When a PQQ is approved, you will be eligible to enter the next mini competition.
1. When a mini competition is scheduled, the application window will be marked as “Coming Soon”.
2. When a mini competition opens, the application window status updates to “Open-Eligible".
3. To view documentation linked to an agreement, click on the tab of the agreement you wish to view.
4. You can download existing documents by selecting the “Download” icon to the right.
5. To submit an overarching agreement, click “Select or drop file” to select your agreement or simply drag and drop the file.
6. You will see confirmation that the file is uploaded when the “Upload documents” button becomes available for selection.
7. Once you have successfully submitted the file, you will see a notification at the top of the page, and the agreement status will change to “Application in Progress”.
8. Once the mini competition ends and the application status is marked as “Closed”, the agreement status will say “Pending Review”.
At this stage, you will no longer have the option to upload an overarching agreement. This ensures that no further submissions can be made after the mini competition has closed.
9. After the mini competition has closed, SSEN will review the submitted documents and carry out due diligence on the FSPs that have responded.
10. Once this due diligence is complete, the overarching agreements between SSEN and the relevant FSPs will be executed. Following this step the agreement status will be marked as “Approved”.
Can I enter a mini competition if my PQQ is rejected?
When a PQQ is rejected, you will not be able to participate in mini competitions.
FSPs without an approved PQQ will be unable to submit a file for review.
To become eligible, you can reapply by submitting the PQQ. If approved, you will be eligible to enter the mini competitions and the PQQ status will update to “Approved”.
