How to submit a baseline

A guide to how flexibility service providers can submit baselines via ElectronConnect

Submitting a baseline

1. Navigate to the "Performance Verification" page.

2. Select the “Baselines” tab.

3. Create a baseline CSV file using the appropriate methodology.

4. Click "Select or drop file".

5. Select your CSV file and click open.

6. Select “Upload Baselines”.

7. You'll then see confirmation that the CSV has been submitted successfully at the top of the page.

When to submit a baseline

To comply with UK standards, a baseline must now be submitted ahead of your offer.

If you need to revise your data due to changing asset conditions, please submit your new baseline by 12:00 day-ahead of delivery.

Please note that any submissions after this deadline may not be eligible for settlement unless authorised by the market operator.

Choosing a baseline methodology

Depending on the market operator, you may be required to use a specific baseline format.

Calculating a default baseline

Your default baseline type is defined by the asset technology type, metering point and asset scale (domestic or industrial and commercial).

Domestic Assets

I&C Assets

A "Fixed Reference" baseline is a half-hourly profile over a 24-hour period defined by the DNO. This is defined per individual domestic asset.

To calculate your total baseline, you'll need to:

  1. Download the correct fixed reference value, based on which DNO's markets your asset is participating in, the asset technology type, and the metering point.

  2. Review how many DERs (group members) are in your group.

  3. Multiply each half-hourly fixed reference value by the number of DERs.

  4. Download the blank "Baseline Submission Template" by selecting "CSV Template."

  5. Fill in the ElectronConnect CSV template, using the aggregated fixed reference values.

  6. Submit the csv file to the platform.

Zero or Asset Capacity baselines require a fixed value over the entire delivery period.

For domestic generation assets with Point of Connection metering, providing a Demand Turn-Up or Generation Turn Down service, you must add your group's total capacity to the Flexible Site Demand Fixed Reference baseline.

Using an alternative (nominated) baseline

If your asset category requires you to upload a fixed reference, zero, or asset capacity baseline but you would prefer to submit an alternative (nominated) baseline, you can do this instead.

For this option, you must must notify us and send a justification document to [email protected] with the following information:

  • Asset name

  • DNO name

  • Market and requirement name

  • Reason for using an alternative baseline, including:

    • Methodology used

    • Relevant data

    • Key assumptions

Calculating a nominated baseline

To submit a nominated baseline, download the blank "Baseline Submission Template" by selecting "CSV Template."

Use the Baseline Submission Guidance File for support with populating the Baseline Submission Template. Following the guidance file, fill out the baselines upload template and save it as a CSV file.
